CROSS is a data-driven community intervention model designed to identify, monitor, and reduce drug-related risks at the grassroots level. The initiative begins with Participatory Rural Appraisal (PRA) and social mapping, where trained teams engage directly with residents, local stakeholders, and vulnerable groups to understand real-time ground conditions. This data is then validated through surveys, field observation, and stakeholder interactions to identify drug-prone hotspots with accuracy.
 

These mapped risk zones are formally documented and shared with law enforcement agencies, including police and excise departments, to strengthen surveillance, improve patrolling strategies, and support evidence-based enforcement.
 

Beyond identification, CROSS actively works on prevention and intervention. The model integrates community awareness drives, youth-focused life skills education, and early-stage counseling support to address both the supply and demand aspects of substance use. By involving the community in monitoring and response, it transforms passive populations into active stakeholders in prevention.
