HOME – Rescuing and Rehabilitating Street Children
HOME is a structured intervention model designed to systematically identify, rescue, and provide a comprehensive rehabilitation and reintegration pathway for children living on the streets. The strategy begins with Harness, involving discreet data collection and community intelligence to accurately map children’s locations, vulnerabilities, health conditions, and protection needs with strict confidentiality. Through Outreach, trained teams build trust-based connections, enabling safe rescue from high-risk environments. The Mobilize phase ensures immediate linkage to statutory protection systems, including Child Welfare Committees (CWCs), District Child Protection Units (DCPUs), and government-recognized Child Care Institutions (CCIs), securing the child’s legal and physical safety. Finally, Empower focuses on long-term rehabilitation through trauma-informed counseling, medical care, education enrollment, and vocational skill development, preparing children for safe family reintegration where possible or independent, dignified living.
